The National Class 3 Road Train Prime Mover Mass and Dimension Exemption Notice 2022 (No.1) has been developed to provide road train prime movers with mass and dimension exemptions when operating within eligible combinations in the Notice. The Notice provides length exemption to eligible combinations under the Notice. It also provides flexibility for operators of road train prime movers to continue their travel when decoupling from a road train combination and to access networks when not operating as a road train.
The Notice provides 2 key access improvements for road train prime movers and eligible combinations:
- Steer mass limits - Access for a road train prime mover to operate with a road train steer mass limit when operating in specific combinations
- Longer combinations - Longer total combination lengths, including the 20m prime mover and semitrailer, 27m B-double, and 26m prime mover semitrailer and unladen converter dolly. The Notice's length exemption must be due to the road train prime mover length and is subject to conditions of operation and approved network conditions.

Overview
The information in this Operator’s Guide is intended to do two things:
- Explain how the National Class 3 Road Train Prime Mover Dimension and Mass Exemption Notice operates, to assist in complying with it. It is important to remember this Operator’s Guide is instructional only and it is the Notice that provides the exemption or authorisation. If there is a difference or misunderstanding between the Operator’s Guide and the Notice, the Notice has priority and must be followed. The only exceptions are the requirements or conditions set out in the ‘Network and Mapping’ section explained below.
- Provide additional information referred to in the network requirements of the Notice. This includes links to network maps and other information such as vehicle, travel and road conditions. Networks and their conditions published in the ‘Network and Mapping’ section of this Operator’s Guide are not general advice and must be treated as conditions of the Notice.

About the Notice
The Notice provides alternative combinations for operators of road train prime movers while still operating at road train steer mass limits. It was developed in consultation with industry groups, state road agencies and local government.
The Notice will provide operators greater flexibility in managing their fleets by:
- Avoiding operators' need to use a separate, smaller prime mover to haul trailers after decoupling a road train combination – i.e. one prime mover can be used for the entire trip instead of two.
- Allowing the use of bonneted prime movers;
- Increasing the use of standardised trailer sets instead of shorter trailers to accommodate the length of the prime mover;
- Facilitating a more productive decoupling process;
- Future-proofing investment in prime movers with larger sleeping cabs to improve driver comfort and better manage fatigue.
Exemptions
These exemptions only apply to the extent to which conditions are granted.
Mass requirements
An eligible vehicle operating under the Notice is exempt from the following mass requirements of Schedule 1 of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation MDL:
- section 2(1)(a)(iv) and (vi) - mass limits for single vehicles
- section 4, in conjunction with Table 1 of Part 2 - steer axles
- section 5(2), in conjunction with Table 3 of Part 2 - axle spacing for B-Doubles
The exemption in this section only applies to the extent of the conditional mass set out in sections 10, 11 and 15, and when other relevant conditions in the Notice are met.
Dimension requirements
An eligible vehicle operating under the Notice is exempt from the following dimension requirements of Schedule 6 of the MDL:
The exemption for height only applies to an eligible vehicle that includes a component designed and built to carry vehicles or livestock.
The exemption in this section only applies to the extent of the conditional dimensions set out in section 13, 14 and 15, and when other relevant conditions in the Notice are met.
Definitions
The following are terms used in this Notice or conditions of operation. Unless otherwise stated, words and expressions used in this Notice have the same meaning as defined in the HVNL.

Eligible vehicles
Note: In some instances, an eligible vehicle may be better suited to operate under another applicable notice. For example, it would be better for a 26m B-double with a 6.5t complying steer axle to operate under the National Class 2 B-double Authorisation Notice 2024 (No.1).
What is a road train prime mover?
In this Notice, a road train prime mover is defined as a prime mover fitted with a tandem-drive axle group registered in a state or territory as a multi-combination prime mover capable of towing two or more trailers.
To identify an eligible prime mover, refer to the registration configuration charging codes in Table 1. These codes can be located on the prime mover's registration papers, & via your state or territory’s online registration checker, or through the NHVR Registration Checker app.

Eligible vehicles and combinations
A road train prime mover must be fitted with a tandem-axle drive group.
Table 2 shows all eligible vehicles and combinations. Other than the drive group, axle groups shown in the images may vary, depending on the combination's axle configuration. The road train steer axle mass limit can be applied to all single steer eligible prime movers, when complying with the Notice conditions, minimum tyre widths and state base requirements.

Notices are subject to conditions to ensure public safety, asset protection or to prevent adverse effects to the community such as noise, emission or traffic congestion.

The following dimension conditions apply nationally to an eligible vehicle or combination, unless a specific state condition is more restrictive.
Road train prime mover notice length limits
The notice provides length exemption to eligible combinations under the notice. Table 3 provides a comparison of the combination length limits provided in the Notice and those provided by the MDL Regulation.
The Notice's length exemption must be due to the road train prime mover. All trailer dimensions must comply with the prescribed requirement of the MDL. For more information, see Trailer length limits below.
All other prescribed dimensions apply to eligible vehicles operating under the Notice. These are the same requirements as those that apply to other Class 2 vehicles, including prescribed width, height, rear overhang and the trailer dimension limits in Table 4.

All other prescribed dimensions apply to eligible vehicles operating under the Notice. These are the same requirements as those that apply to other Class 2 vehicles, including prescribed width, height, rear overhang and the trailer dimension limits in Table 4.

General dimension requirements
The Notice provides no exemptions to these general dimensions. These are the same requirements as those that apply to other Class 2 vehicles.

Trailer length limits
The Notice does not provide an exemption for trailer length. All trailers must comply with the same prescribed trailer dimension limits that apply to the compliant combinations (e.g. the semitrailer length limits in the MDL Regulation shown in Figure 2).

Note: A semitrailer that exceeds the above trailer length limits is not eligible to operate under this Notice (e.g. a refrigerated semitrailer with a distance of over 12.3m when measured from the front articulation point to the semitrailer's rear).
Maximum length of a B-double under this Notice
A B-double may be up to 27m long if:
- the distance from the front articulation point of the most forward semitrailer to the rear of the B-double is not more than 20.6m (see Figure 3)
- the prime mover is fitted with a front underrun protective device complying with Regulation No. 93 made under the UNECE Agreement or ADR 84 – Front Underrun Impact Protection
- the prime mover was manufactured after 31 December 2005 and is fitted with a cab complying with Regulation No. 29 made under the UNECE Agreement
- the prime mover does not have an area carrying, or built to carry, goods, other than for a deck permitted under subsection (3A) of the MDL Regulation:
- "(3A) A prime mover in a B-double carrying, or designed to carry, vehicles may have a deck fitted over the top of the prime mover that is carrying, or built to carry, a vehicle".
Note: This is the same requirement for 26m B-doubles under the MDL Regulation (see Figure 4 below).

Tri-tri B-doubles
A tri-tri B-double is a B-double with tri-axle groups on both trailers. Tri-tri B-doubles must conform to the X-Y rule in the MDL Regulation.
In Queensland, a tri-tri B-double combination used on the B-double network must comply with B-doubles' axle configuration in the MDL Regulation (Schedule 6 Part 2 section 10) and have a minimum X and Y value. See Queensland specific conditions for more details.
If you are using a standard B-double trailer set in a participating state or territory other than Queensland, the X-Y measurements under this Notice are the same and will not change with a road train prime mover.
The X-Y Rule means if distance X is greater than distance Y, the difference between these distances must not be more than 1m. If distance Y is greater than distance X, the difference between these distances must not be more than 1.3m (MDL Regulation Schedule 6 Part 2 section 10) (see Figure 5).

The following mass conditions apply nationally to an eligible vehicle or combination, unless a specific state condition provides a more restrictive condition. Please note the state-specific conditions on this page.
What are road train steer mass limits?
Road train steer axle mass limits are those that prime movers can operate at when forming part of a road train (see Table 5).
This Notice allows road train prime movers to operate at road train steer mass limits when used in any smaller (non-road train) eligible combinations under the Notice.

Notice specific mass requirements
Under the Notice, an eligible road train prime mover can operate at the prescribed road train steer mass limits when decoupled from a road train configuration. All other prescriptive axle mass limits apply. The road train steer mass limits are shown in Table 5.
The Notice provides access for eligible combinations at the following mass limits:
- General Mass Limits (GML)
- One-tonne mass exception
- Concessional Mass Limits (CML) and
- Higher Mass Limits (HML), excluding Victoria
Volumetric loading is not permitted under this Notice. Mass limits for livestock carriers are restricted to prescriptive mass limits (GML, CML or HML) if operating under this Notice.
A prime mover that is eligible for road train steer mass limits shown in Table 5, applies the additional mass as an increase to the total combination mass limit.
For example, a prime mover and triaxle semitrailer combination under GML is eligible for 42.5t. Under the Notice, the same combination using a road train prime mover has an increased GML total combination up to 43.6t. The increase in mass must be due to the steer axle mass of a maximum of 7.1t and is subject to Notice conditions.
Note: In some cases, this is an increase of 1.1t, or 0.6t for a complying steer. The road train steer mass limit does not apply to a twin steer vehicle. Twin steer can operate under the Notice (other than South Australia); however, it must comply with prescriptive axle group and total mass limits for twinsteer combinations under the HVNL.
1. General Mass Limits
GML applies to all heavy vehicles and is the stated allowable mass for a heavy vehicle axle group, unless the vehicle is operating under an accreditation or an exemption under HVNL.
General mass requirements include mass limits for the following:
- those specified by the vehicle manufacturer
- individual axles and axle groups (see Table 6)
- individual components (vehicles and trailers)
- the combination, including as determined by axle spacing requirements (including tri-tri B-double axle spacing rules).

1a. One-tonne mass exception
Eligible combinations with a tri-axle group operating under this notice at GML can apply the one-tonne tri-axle mass exception (1TMTA).
1TMTA allows increased mass on tri-axle groups so that they may be loaded up to 1t above the standard tri-axle group 20t GML. Any additional mass loaded onto each tri-axle group is offset onto another non-steer axle or axle groups.
The 1TMTA does not permit any increase to a vehicle’s maximum (total) mass but gives more flexibility in how mass may be distributed across axle groups.

2. Concessional Mass Limits
CML allows operators enrolled in the Mass Management Module of the National Heavy Vehicle Accreditation Scheme (NHVAS) to use mass limits above the national GML. When operating at CML under the Notice, NHVAS accredited can use the Notice's steer mass limit and the mass concession applied under CML.
The steer mass limit provided by the Notice is considered to be a part of a combination's total Gross Combination Mass (GCM) when operating at GML.
This means that, when operating at CML, the combination can apply:
- the steer axle mass increase (up to 7.1t) as per the Notice; and
- the increased mass limit applicable when operating under CML.
The following examples demonstrate the maximum axle and total mass limits for the combination when operating at GML and CML. Note: The 7.1t steer mass limit and converter dolly in the examples are not affected by the increase of CML.
The steer mass limits under the Notice do not apply where the concessional mass limit is provided under a separate Class 3 notice or permit (e.g. the
Queensland Class 3 Heavy Vehicle Additional Concessional Mass Limits Exemption Notice 2024 (No.1) . Operators must comply with the conditions of the applicable notice or permit, including the steer mass limits.

3. Higher Mass Limits
This Notice operates in conjunction with the HML Authorities Notice listed in Table 7.
This Notice does not provide HML access in Victoria. Access may be considered by permit.
The steer mass limit provided by the Notice is considered to be a part of a combination's total GML when operating at GML.
This means that, when operating at HML, the combination can apply:
- The steer axle mass increased (7.1t) as per the Notice; and
- The increased mass limit applicable when operating under HML.
The following examples demonstrate the maximum axle and total mass limits for the combination when operating at GML and HML. Note: The 7.1t steer mass limit and converter dolly in the examples are not affected by the increase of HML

When operating at HML under the Notice, operators must comply with the approved networks of the National Class 3 Road Train Prime Mover Mass, and Dimension Exemption Notice and the operating conditions on the relevant Higher Mass Limit Authorities Notice (see Table 8). For example, in New South Wales and Queensland, operators must comply with the requirements of telematics.
Telematics means an onboard vehicle telecommunication system used to monitor the vehicle's location and approved by the applicable jurisdictional Notice.

Victoria - special mass conditions - Click to expand
In Victoria, a permit is required to operate at HML.
There are two levels of access in Victoria for a prime mover semitrailer and unladen converter dolly. They include access at:
- a maximum 46.6t mass limit with an unladen converter dolly of 3.0t or less
- the combination GML, including the weight of the unladen converter dolly. See Table 8 for more information.

The total mass equals the sum of axle mass.
Queensland - special conditions - Click to expand
In Queensland, the following conditions apply.
An eligible vehicle operating under this notice in Queensland, must take the most direct route between:
- the place at which the vehicle decouples or reconfigures the prime mover and trailers that compose the combination in a such a way that it becomes an eligible vehicle; and
- the place where the eligible vehicle’s journey begins or ends.
A minimum of 5m wheelbase is required for a prime mover regardless of the combination when operating with road train steer mass limits,

In addition to the wheelbase requirement, an eligible B-double combination operating with road train steer mass limits on the approved B-double network must comply with the following.
- Tri-tri B-double combinations must comply with (A) and have a minimum X and Y values in table 9.
- Axle spacing mass limits – the eligible vehicle must comply with the masses in Table 3 of Part 2 of Schedule 1 of the MDL regulation, including mass limits in the extended table in Appendix 1.

Mass limits for livestock carriers are restricted to prescriptive mass limits in any state or territory if operating under this Notice. Volumetric loading is not permitted under this Notice.

Vehicles longer than 22m but not longer than 30m must display a long vehicle warning sign at the vehicle's rear.
Warning sign requirements are described in the NHVR's Vehicle Standards Guide (VSG-19).
Mechanical couplings and ratings
Mechanical couplings are the devices that connect one component vehicle of a combination to another. They include:
- fifth wheels, kingpins and turntables
- pin-type couplings and drawbar eyes on converter dolly couplings.
Towbars and tow couplings are safety critical components. All heavy vehicles must be verified as complying with the Vehicle Standards Bulletin 6 (VSB6) Section P - Tow couplings (PDF, 2.9MB) and Vehicle Standard (Australian Design Rule 62/02 – Mechanical Connections Between Vehicles) 2007.
Complying with the HVNL
Unless otherwise exempted by the Notice or this Operator's Guide, operators must ensure their vehicle or combination complies with the:
- Australian Design Rules (ADRs); and,
- Heavy Vehicle National Law (HVNL); and,
- Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL); and,
- Heavy Vehicle (Vehicle Standards) National Regulation (VS Regulation).
Using or permitting another person to use a defective heavy vehicle or a heavy vehicle with unapproved modifications on a road may be an offence.
Failure to comply may result in the driver and/or operator being liable for an offence. Penalties can include infringement notices or prosecution.
Chain of Responsibility
Under the HVNL Chain of Responsibility (CoR) laws, everyone in the transport supply chain must take positive steps to prevent any breach of the mass, dimension and loading provisions.

Requirement to carry the Notice
Drivers do not need to carry a copy of the Notice.
Network and mapping
For the purposes of s121 of the HVNL an area or route specified in the 'Network & Mapping' section of this Operator's Guide is a stated area or route to which this Notice applies. In addition to complying with the conditions stated in this Operator's Guide, operators must ensure compliance with the specific road manager access requirements set out below or in network maps.
National Network Map
Certain authorised heavy vehicle road network maps for the Australian Capital Territory, New South Wales, Queensland, South Australia, and Victoria are published by the National Heavy Vehicle Regulator, through the NHVR National Network Map. Additional information and guidance can be found on the National Network Map webpage.
In some instances, the Notice provides general access. This means that those vehicles provided general access by the Notice are granted unrestricted access to the road system when complying with GML, except where a road or bridge is signposted otherwise.
Table 10 lists the approved network links for eligible combinations under the Notice.
In addition to the nominated networks in the jurisdiction’s schedules, operators must ensure compliance with the specific road manager access requirements as set out in the following sections below:

Note: Logan City Council may consider access by permit, based on axle spacing and the impact on the structure. Applications must be submitted through the NHVR Portal, providing axle spacing details.

Approved Port of Brisbane roads
All roads within the port precinct are approved for eligible combinations under the Notice.
Townsville City Council
Townsville City Council approves the local government roads listed in Table 16 for 20m prime mover semitrailer combinations authorised under the Notice, subject to compliance with any other Notice conditions that may apply.

Access off the approved network
Vehicles and routes not eligible under this notice can apply for a permit via the NHVR Portal.

Permit applications off the approved Network will be limited to single routes due to increased mass limits and vehicle length. This in turn may require one or more structural assessments to assess your route. This could result in delays or additional charges to your permit application.
The route must show the connection to/from the approved Network.

How to apply for a permit
When applying for a new NHVR permit via the NHVR Portal, after selecting "select configuration", scroll to the bottom and ensure you select the "custom build your own" vehicle type option.
The custom build your own vehicle type will require the following vehicle details:
- unladen and laden dimensions
- unladen and laden mass limits
- number of tyre and their sizes
- axle spacings
- axle group mass limits
- VIN and registration details
- ground contact width (GCW)
- load sharing capabilities.
These details are required for the road manager to assess your application.
Area and network permit applications (other than Victorian HML), will not be considered in the initial release of the Notice.
