The National Class 2 Performance Based Standards (Tier 1) Authorisation Notice 2022 (No.1) provides eligible Tier 1 Performance Based Standards (PBS) vehicles with immediate access to relevant PBS networks across Australia to operate on approved networks without the need of a permit as soon as a Vehicle Approval is issued, although this may be at a restricted mass.
Operators should note that:
- They must hold a Vehicle Approval with a Tier 1 bridge assessment.
- Vehicle lengths are limited to the approved lengths contained in the PBS Network Classification Guidelines.
- The networks approved in each state or territory are reflected in the jurisdictional schedules. Each network has a maximum mass cap, and eligible vehicles also have a specific length limit for each network.
- Queensland is not currently participating in this Notice.
Operators must ensure their vehicle meets the eligible vehicle types, lengths and conditions of the Notice prior to operation.

Overview
The information in this Operator’s Guide is intended to do two things:
- Explain how the National Class 2 Performance Based Standards (Tier 1) Authorisation Notice 2022 (No.1) (the Notice) operates, to assist in complying with it. It is important to remember this Operator’s Guide is instructional only and it is the Notice that provides the exemption or authorisation. If there is a difference or misunderstanding between the Operator’s Guide and the Notice, the Notice has priority and must be followed. The only exceptions are the requirements or conditions set out in the ‘Network and Mapping’ section explained below.
- Provide additional information referred to in the network requirements of the Notice. This includes links to network maps and other information such as vehicle, travel and road conditions. Networks and their conditions published in the ‘Network and Mapping’ section of this Operator’s Guide are not general advice and must be treated as conditions of the Notice.

Exemptions
These exemptions only apply to the extent to which conditions are granted.
Application
The Notice applies to a PBS vehicle:
- that has a vehicle approval issued under section 23 of Part 1.4 of the HVNL; and
- the vehicle approval provides mass limits that comply with the Tier 1 Bridge Assessment level.
The Notice does not apply to a PBS vehicle that:
- is operating under an exemption from section 8 or section 9 of the General Regulation; or
- has as part of its vehicle approval an ADR exemption permitting additional axle groups or split axle groups.; or
- has a drive axle group that is a tri-axle group.
The Notice applies in participating jurisdictions subject to the conditions provided in the relevant Schedule of the Notice.
A PBS vehicle to which this section applies is an eligible vehicle.
Definitions
Unless otherwise stated, words and expressions used in this guide have the same meanings as those defined in the HVNL and the Notice.

Oversize axle group | An oversize tri-axle group operating at Mass, Dimension, & Loading Regulation masses of 20t GML, 21t CML and 22.5t HML would not be considered a split axle group and can operate under this notice. |

Eligible vehicles
Under the Notice, a PBS vehicle with a listed mass assessed as a Tier 1 bridge assessment in its Vehicle Approval may operate up to that mass or the network mass cap for the approved network. The Notice excludes specific combinations or vehicle types that may vary between jurisdictions, with South Australia applying some additional restrictions, and Victoria applying a specific set of approved configurations under the Notice that also excludes the national exclusions.
Nationally excluded vehicles
Any unit that is part of a combination with a specific ADR exemption for additional axle groups or split axle groups
For example, the axles on the trailer below are considered to be two separate axle groups and, as such, this combination is an excluded vehicle under the Notice. This ADR exemption is reflected in the Vehicle Approval under the Required Additional Exemptions section. If additional confirmation is required, check with your vehicle assessor. Please see definitions for further information relating to oversize axle groups.
Vehicles with tri-axle drive groups
Specific restrictions have been placed on A-doubles
Operators of A-doubles must check to see which network is specified see individual jurisdiction network conditions of the network section of this Operator’s Guide.
Vehicles where PBS approvals use exemptions under sections 8 and/or 9 of the Heavy Vehicle (General) National Regulation
PBS vehicles must comply with all PBS Standards, conditions and mass limits prescribed in this notice. The use of a section 8 or 9 exemption is prohibited under this notice.
However, If your PBS Vehicle Approval has an exemption under Section 8 or 9 to one or more of those standards it does not necessarily disqualify a PBS vehicle from operating under this notice, as long as the vehicle meets the requirements of the National PBS (Tier 1) Authorisation Notice including the conditions and mass limits imposed.
PBS vehicles are required to meet stringent standards to get approved for a specific PBS level and network. Under certain conditions, an exemption may be issued against one of these standards under section 8 or 9 of the Heavy Vehicle (General) National Regulation. PBS vehicles issued with an exemption under either of these sections will not be allowed to operate under the Notice. To see whether an exemption has been issued under either of these sections, look in the operating conditions section of the vehicle approval. If you require additional confirmation, check with your vehicle assessor.
Example: A 30 m long PBS vehicle may have a PBS Vehicle Approval where it is allowed to operate at 85.5t. To operate at 85.5t the vehicle requires an exemption under either section 8 or 9 of the Heavy Vehicle (General) National Regulation with an exemption to the Pavement Horizontal Loading Standard.
The National PBS (Tier 1) Authorisation Notice applies a total combination mass limit of 68.5t. This vehicle may operate under the notice when loaded to a total mass of up to 68.5t – i.e. less than the 85.5t otherwise allowed by its a PBS Vehicle Approval.
Example: A PBS vehicle is approved under section 9 to exceed the low speed swept path standard. This vehicle:
- cannot operate under this notice, unless the operator can demonstrate that the vehicle is meeting that standard when operating under the notice
- can operate under another authority (not this notice - e.g. the PBS High Productivity Notice or permit) that allows the section 9 exemption.
The PBS Vehicle Approval will identify any section 8 and/or 9 exemptions to which the vehicle is subject. You may also consult the PBS Vehicle Assessor who issued the approval.
Specific jurisdictional requirements – Eligible and excluded vehicles
Some jurisdictions have opted to exclude certain vehicle types from the Notice, while others have made the Notice available only to specific combinations.
ACT
Any eligible vehicle.
NSW
Any eligible vehicle.
SA
Any eligible vehicle. Please note: Combinations that include a twin steer prime mover may only operate on the state controlled roads of the PBS Level 3A network.
TAS
Any eligible vehicle.
VIC
Eligible vehicles are:
- B-doubles
- Semitrailers
- Rigid trucks
- Rigid truck towing a dog trailer
- Rigid truck towing a pig trailer
- Rigid truck towing a tag trailer
Conditions
Notices are subject to various conditions to ensure public safety, protect assets and prevent adverse impacts on the community, such as noise, emissions and traffic congestion.
Please read the national dimension and mass conditions first, then consider the specific conditions sections below for each jurisdiction, noting any specific council conditions, and then read the Other conditions.
A PBS vehicle operating under this Notice must comply with all network conditions, including travel and road conditions imposed in the network maps for the relevant state or territory. Compliance with each jurisdiction’s telematics requirements is also required, including when cross-border travel is undertaken.

Any combination that exceeds the length or height dimensions shown below will either require a permit or to operate under a different notice.
Length
Any vehicle approved to operate under the Notice cannot exceed the maximum length requirements for its specific operating network, as reflected in the PBS Network Classification Guidelines.

Height
Any vehicle approved to operate under the Notice is limited to a maximum height of 4.6m.
Width
A vehicle’s width will be dictated by its Vehicle Approval.
National mass conditions
Each network has been given a permitted maximum mass. No PBS combination can exceed that network mass cap under this notice. If the PBS vehicle approval has a tier 1 CML and HML mass that is below the network mass cap then these can be utilised provided the network is suitable i.e. if HML is utilised it must be on a HML approved network.

Quad axle groups are limited to a maximum of 21t under this Notice. Masses greater than 21t may require a Tier 2 or 3 route assessment, and are therefore excluded from the Notice.
Australian Capital Territory special conditions
No additional dimension or mass conditions apply.
New South Wales special conditions
No additional mass conditions apply.
South Australian special conditions
South Australia has opted to use a different network mass cap for the PBS level 3B and 4A networks. These network mass caps are reflected in Table 3.
Tasmanian special conditions
No additional dimension or mass conditions apply.
Victorian special conditions
No additional dimension or mass conditions apply.
Telematics conditions
Various jurisdictions have imposed telematics requirements for access under this notice, NSW has offered a variety of options depending on the vehicles operating mass. Table 4 may be updated from time to time and is the responsibility of the operator to ensure the vehicle is registered for the correct telematics requirements in the state that they are operating in.

Other conditions
A PBS vehicle or combination that is operating under this Notice is also required to comply with all applicable conditions of its most current PBS Vehicle Approval.
Network and mapping
For the purposes of s142 of the HVNL, an area or route specified in the 'Network & Mapping' section of this Operator's Guide is a stated area or route to which this Notice applies. In addition to complying with the conditions stated in this Operator's Guide, operators must ensure compliance with the specific road manager access requirements set out below or in network maps.

These networks are published on each jurisdiction’s website, as included in the Jurisdictional PBS and HML network maps section below. If access is required that isn’t shown on the approved networks, or if the road manager is listed in the Non-participating road managers section below, a permit will be required.
Road manager conditions should be reviewed regularly to ensure that the travel of eligible combinations complies with any access condition. Road manager conditions and restrictions in this section may change from time to time.

Australian Capital Territory network conditions
A-doubles must operate on the 2B network. A permit or other notice will be required for any other access.
New South Wales network conditions
Any PBS Level 2A A-doubles to operate on the 2B network only. A permit or other notice will be required for any other access.
South Australia network conditions
All PBS A-doubles must operate on the 3A network.
Combinations that include a twin steer prime mover may only operate on the state controlled roads of the PBS Level 3A network under this notice.
Ceduna District Council
Road condition
An eligible vehicle must not operate on unsealed roads for routes in an area that has received greater than 15mm of rain in the preceding 24 hours of the rain event.
Speed restrictions
An eligible vehicle whether loaded or unloaded is restricted to the following speeds:
- 80km/h on sealed Council maintained roads with speed limits posted above 80km/h;
- 70km/h on unsealed Council maintained roads with speed limits posted above 60km/h;
- 40km/h on all Council maintained roads with speed limits posted at 60km/h or lower.

HML networks
For travel in SA and VIC, the approved PBS network is also approved for all masses up to and including HML.
For travel in the ACT, NSW and TAS at HML masses, the roads must be on both the approved PBS network and HML network.

Please note: If the vehicle approval has an HML mass that exceeds the network mass cap, then the vehicle gross mass can not exceed the declared network mass cap.
Non-participating road managers
The following road managers have not yet provided support for the Notice. Access on local roads in the following council areas is not approved for any combination under the Notice, and operators will need to apply for a permit from the NHVR.
However, access to state and territory roads (other than in Queensland) on the approved nominated networks in these council areas is approved.
