The Freight PASS (now incorporating the Pavement Impact Comparison Calculator) web app has now been developed in response to valuable feedback received by our stakeholders from consultation on the Freight PASS and Pavement Impact Comparison calculator beta tools. This new web app integrates and enhances the features of both tools, to offer a single new platform. The new Freight PASS aims to help users compare a range of Productivity, Asset Impact, Safety and Sustainability measures for more than 11 million freight configurations.

Built on methodologies recognised by government agencies, including from the Australian Transport Assessment and Planning Guidelines and Austroads, the Freight PASS web app reflects the NHVR’s status as a data-led regulator. The tool will better support our stakeholders to make more informed decisions, helping to improve heavy vehicle operations.

Why we consulted

Freight PASS will improve the speed, accuracy and consistency when making decisions about using safer and more productive vehicles, to meet Australia’s growing freight task (forecasted to grow 77 per cent by 2050) and Vision Zero safety and Net Zero emission targets.

Freight PASS has been designed to:

  • Enable users to specify a freight task scenario and compare over 200 common freight combinations.
  • Estimate and compare the performance of the combinations against 14 productivity, safety and sustainability measures, specifically curated to assist industry and road managers to better understand the long-term effects of road freight activity.
  • Use data and methods that road managers trust and already use as part of their transport, infrastructure and economic evaluations (e.g. from Austroads and the Australian Transport Assessment and Planning Guidelines).
  • Visualise results in a series of graphs and scorecards, with full accessibility of the back-end.

Publication of submissions

Unless clearly marked IN CONFIDENCE, submissions received may be made public at our discretion.

We will consider all submissions, whether published or not. We reserve the right to edit or redact part or all of a submission, or withhold a submission from publication on any grounds, including, but not limited to, offensive language, potentially defamatory material or copyright infringing material.
