What is the 6 to 9-axle crane Permit-Based Scheme?

Victoria’s 6 to 9-axle all-terrain mobile crane networks provides access on key corridors and depot locations in Victoria via an NHVR permit, for a range of crane configurations up to 108 tonnes gross vehicle mass (GVM).

Note: If your crane does not meet a reference vehicle, a separate permit is required.

The networks can be found on the NHVR National Network Map.

The networks and configurations have been developed in consultation with the Crane Industry Council of Australia (CICA).

Operating conditions and general responsibilities

To operate on the 6 to 9-axle crane networks, eligible vehicles must:

have a valid permit issued by the NHVR;
follow the relevant conditions set out in Schedule 8 of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation (MDL);
have a minimum section width per tyre of at least 445mm (385mm for reference vehicle 8 up to 35.7t GVM);
match a reference vehicle and adhere to axle group mass limits as described in Appendix 1 and Appendix 2;
have an operational suspension system that shares mass evenly (within a range of +/-10 per cent) across each axle;
for left-hand drive vehicles, a ‘left-hand drive’ sign that complies with section 31 of Schedule 2 to the Heavy Vehicle (Vehicle Standards) National Regulation and either:
- a closed-circuit television system that provides the driver with an adequate view to the right rear quarter of the vehicle; or
- a pilot vehicle; and
be enrolled in either the Intelligent Access Program (IAP) or the Telematics Monitoring Application (TMA).

Prior to travel, the driver of a crane must also:

Show the details of their permit to any pilot escorting the load;
Check for any height clearance restrictions on roads; and
Check the VicTraffic map and the Victoria’s Big Build website to determine any changes to road access.

Third party permissions

Where travel is required on, over or under roads or assets that are owned or managed by a third party, operators must obtain consent prior to travel. Third parties include toll-road operators, rail asset managers and utility companies. Additional information surrounding third party permissions can be found on the Department of Transport and Planning Victoria website.

When crossing a railway or tramway, dimension limits apply. Where a vehicle exceeds specified dimensions, an Over Dimensional Load (ODL) permit is required in addition to the NHVR issued permit. Pilot requirements

Pilots may be required for certain bridges throughout the network. Additional pilots may also be required as per the guidelines outlined on the Escort and pilot vehicles page and the Pilots and escorts in mountainous areas information sheet.

All pilots must comply with the relevant conditions set out in Schedule 8 of the MDL.

Dimension limits and reference vehicles

Appendix 1 and Appendix 2 outline the reference vehicles for cranes including the axle spacing and axle group mass. In some cases, the GVM is less than the sum of the axle groups. Your crane must meet the requirements as per Appendix 1 and 2 to operate on the associated crane network.

Cranes that exceed axle spacings or axle mass for the applicable crane or exceed the dimensions outlined in Table 1, must seek road manager consent to operate on the network via the NHVR portal.

If your crane exceeds mass limits or 108.0t GVM, a structural assessment will be required prior to access being granted. An assessment may incur costs, particularly if the crane exceeds 12.0t per axle.

How to apply

To operate on the 6 to 9-axle crane networks, you will need to apply for a 12-month permit that allows a single return trip per day on the pre-approved network for the 12 months that the permit is valid for.

A separate permit is required if you need to make multiple trips on a single day, access roads not on the pre-approved network, or your crane does not meet a reference vehicle.

To begin your permit application, navigate to the NHVR Portal. If you are not already registered, follow the prompts to set up an account.

Once registered, from the home screen, click on the ‘Application tracker’ tab and select the ‘NEW APPLICATION’ button and enter a reference for your application. So we can correctly identify your application, your reference/application nickname should be 'VIC 6 to 9-axle Scheme'.

Note: Where you have an existing permit for an eligible configuration, select the ‘AMEND' application button, which will require the permit number to be entered. Follow the prompts to add the additional routes required.

Step 1 - Click the green ‘SELECT CONFIGURATION’ button and select the 'Special Purpose Vehicle (SPV)' menu drop-down. Select one of the relevant configurations from the list:

SPV All Terrain Crane; or
SPV All Terrain Crane with dolly.

Step 2 - Once the correct configuration is selected, click on the ‘OVERALL' tab and go to ‘Configuration, mass and dimensions'. The vehicle type will require the following vehicle details:

Dimensions (length, width, height) and total mass
for each axle, the number of tyres per axle and their sizes
axle spacings
axle group mass limits
VIN and registration details
ground contact width (GCW)
load sharing capabilities
‘Permit scheme’ in this instance Victoria’s 6 to 9-axle crane pre-approved permit scheme.

In the component images, you must tick the box ☐ " I confirm selection of the correct component" prior to proceeding to the ‘Travel details’ section of the application.

These details are required for the road manager to assess your application.

Step 3 - In the ‘Travel details’ section, enter the requested period (the period cannot exceed 12 months). Input the ‘Removed parts’ and if the SPV is ‘Carrying counter weights’ (if any). 

Step 4 - Navigate to the ‘Route’ section of the application. Select the ‘Route type' as 'Single Route' or 'Area'.

If you do not have an existing permit for the Victorian 6 to 9-axle crane pre-approved permit scheme network, select ‘Network’ and select VIC under ‘In which jurisdiction are you seeking to operate?’.
If you have an existing permit for the Victorian 6 to 9-axle crane pre-approved permit scheme network, select ‘Area’ application is selected and the ‘Area Road Manager’ must be selected. Refer to the Routing - Single route and area difference.
Please note: for requesting roads off the Victorian 6 to 9-axle crane pre-approved permit scheme network, an ‘Area’ must be selected. Applications for “all roads” will not be accepted.
Plot the route(s) required that link to the approved network.
Select the ‘CONFIRM’ tab and add any additional information in the ‘Route notes’ section in support of your application. You must tick the box ☐ 'I confirm that the list of roads and associated route notes accurately defines my route requirements for this application' prior to proceeding to the next step of the application.

Step 5 - In the 'Attachments' section of the application, attach any required supporting documents or additional information.

Step 6 - The 'Additional instructions' section allows the nomination of an approved Portal member of your account (if you will not be the relevant contact for the application). Include any additional instructions required for the application.

Step 7 - In the 'Confirmation' stage ensure all details of the application have been reviewed and confirmed. The application can then be submitted with the appropriate payment.
